With this solicitation, OJJDP seeks to support states and territories to plan, establish, operate, coordinate, and evaluate policies and projects, directly or through grants and contracts with private nonprofit and public agencies, for the development of more effective education, training, research, prevention, diversion, treatment, and rehabilitation programs in the area of youth delinquency as well as juvenile justice system improvement efforts.

Authorizing Legislation

Congress enacted the Juvenile Justice and Delinquency Prevention (JJDP) Act (Pub. L. No. 93-415, 42 U.S.C. § 5601 et seq.) in 1974. This landmark legislation established OJJDP to support local and state efforts to prevent delinquency and improve juvenile justice systems.
