Abstract
The guide assists police executives in addressing the problem of underage drinking and juvenile impaired driving. The recommended program has been implemented in Albany County, NY; Astonia, OR; Hampton, VA; Phoenix, AZ; and Tulsa, OK. It links enforcement efforts with public education, prosecution, adjudication, and treatment. The guide is intended for use by law enforcement officers and other juvenile justice personnel who want to address issues related to the illegal consumption of alcohol by minors. Part I of the four-part guide reviews the juvenile DUI problem and presents the case for building a comprehensive criminal justice response to juvenile impaired driving. Part II identifies and discusses the eight essential elements of the proposed youth DUI enforcement program, and it explains the components of the five program sites. Part III provides examples of policy statements, news releases, and other practical material that assist police chiefs and other justice officials in initiating a comprehensive juvenile DUI program. Part IV contains advice by a police executive, a prosecutor, and a judge about taking a leadership role in combating underage drinking and driving. Information is provided on ordering the guide.
