The National Center for Missing and Exploited Chidlren serves as the national resource center and information clearinghouse for missing and exploited children; operates a national 24-hour toll-free telephone line by which individuals may report information regarding the location of any missing child; operates a CyberTipline to provide online users and electronic service providers a means to report Internet-related child sexual exploitation; and, provides training and technical assistance to individuals and law enforcement agencies in the prevention, investigation, prosecution, and treatment

OJJDP is seeking applications for funding under its fiscal year (FY) 2016 Studies Program on Trauma and Justice-Involved Youth. This program will support original research; design expansions to current research; and/or secondary analysis of existing data to provide objective, independent knowledge about (1) the developmental pathways of youth from violence exposure and trauma to justice involvement; (2) the implications of justice involvement on possible retraumatization; and (3) the development of culturally appropriate, evidence-based trauma-informed practices.

This solicitation seeks to help catalyze and further advance the prevention and intervention of youth victimization and violence, especially youth gun and gang violence, by focusing efforts in partnership with a limited number of localities and Tribes. The funds are intended to help initiate or strengthen work to end youth violence and improve the wellbeing of children, youth, families and communities through comprehensive approaches that unify the central tenets of OJJDP's existing youth violence initiatives through a single, shared framework for collective action.

The FY 2016 Reducing Reliance on Confinement and Improving Community-Based Responses for Girls at Risk of Entering the Juvenile Justice System will strengthen and expand the use of community-based and gender and culturally responsive programs for girls and promote the development of girls and their individual strengths.

This program is authorized pursuant to paragraph (3)(D) under the Juvenile Justice heading in the Department of Justice Appropriations Act, 2016, Pub. L. No. 114-113, 129 Stat. 2242, 2309.

The successful applicant will continue to develop and expand the OJJDP National Mentoring Resource Center (NMRC), which will provide comprehensive mentoring resource, reference, and training materials and advance the implementation of evidence- and research-based mentoring practices. The goal of NMRC is to enhance the capacity of mentoring organizations to develop, implement, and expand effective mentoring practices.

This solicitation will support the development, implementation, and evaluation of mentoring approaches that integrate principles or practices informed by the research on cognitive behavioral interventions and techniques. For purposes of this solicitation, these types of approaches are based on cognitive behavioral therapy (CBT). CBT is a psychotherapeutic approach that focuses on both a person's thinking, moods, and feelings to be more adaptive and healthy and a person's actions to change unhealthy behavior patterns.

Youth gangs continue to have a significant adverse impact on youth, families, and communities across America. A growing number of communities have adopted OJJDP’s Comprehensive Gang Model, a multistrategy, multidisciplinary approach that has proven to be effective in reducing gang activity.

OJJDP will select a TTA provider to deliver direct training and technical assistance and to provide pass-through funding to selected states to assess their current juvenile justice systems and to develop system-wide juvenile justice reform strategic plans. OJJDP will work with the successful applicant to develop a selection process for eligible states to apply for the TTA and pass-through funding available through this program.

The OJJDP FY 2016 Juvenile Justice Emergency Planning Demonstration Program will provide resources for state, Tribal, local, municipal and community organizations to develop, strengthen and implement emergency preparedness plans for juvenile justice facilities. These plans should be based upon the principles outlined in Emergency Planning for Juvenile Justice Residential Facilities, and should address the specific needs of children, youth, and families involved in the justice system, during an emergency.

The Family Drug Courts program builds the capacity of states, state and local courts, units of local government, and federally recognized Tribal governments to either implement new drug courts or enhance pre-existing drug courts for individuals with substance abuse disorders or substance use and co-occurring mental health disorders, including histories of trauma, who are involved with the family dependency court as a result of child abuse, neglect, and other parenting issues. Applicants must provide services to the parents in the program and their children.

The FY 2016 Smart on Juvenile Justice: Reducing Out-of-Home Placement will strengthen and expand the use of community-based alternatives to out-of-home placement and minimize approaches based solely on control and deterrence in favor of individualized treatment and services.

The goal of this evaluation initiative is to advance evidence-based practices for trauma-informed care of youth in the juvenile justice system. Applicants must submit their applications under one of the following two categories: Category 1: Evaluation of Trauma-Informed Care in Juvenile Justice Settings or Category 2: Evaluation of Trauma-Informed, Gender-Specific Girls' Programs.

OJJDP seeks to award funding for assessing the effectiveness and/or cost efficiency of juvenile justice system reforms defined as systemic policy or practice changes within a locality or state that impact one or more segments of the juvenile justice system.

The Family Drug Court program seeks to build the capacity of states, state courts, local courts, units of local government, and federally recognized Tribal governments to either implement new or enhance pre-existing drug courts to provide services for individuals with substance use disorders or substance use and co-occurring mental health disorders who are involved with the family dependency court as a result of child abuse and neglect issues.

OJJDP will provide support to Internet Crimes Against Children task forces to hire wounded, injured, or ill veterans to: 1) enhance digital forensic examination capacity through supporting digital forensic analyst positions in select ICAC task forces; 2) improve ICAC task force effectiveness to prevent, interdict, investigate, and prosecute Internet crimes against children and technology-facilitated child exploitation, and 3) reduce forensic examination backlogs, and/or increase the number of forensic exams completed by ICAC task forces during the project period.

This grant program will provide implementation grants to state and local government agencies and federally recognized Native American/Alaskan Native Tribes to support their efforts to actualize comprehensive juvenile community supervision reform strategic plans that will implement evidence-based supervision strategies to reduce recidivism and improve outcomes for juveniles under community supervision.

OJJDP will fund the successful applicant to work with as many as four states to implement and facilitate statewide policy and practice initiatives that will advance the ability of those states to:

• Ensure that all at-risk children and youth are screened and assessed at each point of contact across youth-serving systems, with a particular focus on the juvenile justice and child welfare systems.

• Provide evidence-based, trauma-informed treatment services to children and youth exposed to violence.

This solicitation supports applicant organizations as they strengthen and/or expand their existing mentoring activities with active chapters or subawardees and/or other mentoring organizations. Mentoring activities include direct one-on-one, group, peer, or a combination of these types of mentoring services for at-risk and underserved youth populations. Mentoring promotes positive behaviors, attitudes, and outcomes for youth and reduces risk factors.

OJJDP is seeking proposals to support the National Juvenile Justice Data Analysis Program—its central, primary source to conduct statistical analyses and disseminate juvenile justice data to the public. The activities completed under this program will assist OJJDP in fulfilling its responsibility to provide vital data to the field on juvenile well-being and risk behaviors, juvenile victimization and offending, the juvenile justice system’s response to law-violating behavior, and related issues.

OJJDP invites proposals to broker, coordinate, and provide relevant training and technical assistance to organizations representing all faith traditions and to community-based institutions that are engaged with or seeking to engage with the three youth violence prevention initiatives: ”Defending Childhood, National Forum on Youth Violence Prevention, and Community-Based Violence Prevention Program- OJJDP is funding in 39 sites nationwide.

Section 101 of the Second Chance Act authorizes the Department of Justice to award grants to states to improve reentry outcomes for incarcerated youth. The Second Chance Act Program helps communities develop and implement comprehensive and collaborative strategies that address the challenges that reentry and recidivism reduction pose. Developing a comprehensive approach for reducing recidivism is challenging for even the most sophisticated juvenile justice agencies, requiring access to data, changes to service delivery, and coordination from multiple systems.

This program will fund agencies that use a comprehensive, multidisciplinary approach to provide intervention and supervision services for youth with sexual behavior problems and treatment services for their child victims and families. Award recipients will target services for youth with sexual behavior problems, their child victim(s), and parents/caregivers of the offending youth and child victims. Youth participating in this program must undergo a mental health evaluation to determine if they are amenable to community-based treatment and intervention.

The selected applicant will serve as OJJDP's principal technical assistance provider addressing girls and their involvement with the juvenile justice system. The successful applicant will:

This program supports efforts of eligible applicant organizations to develop or enhance their mentoring capacity, facilitate outreach efforts, and increase the availability of direct services for child victims (17 years old or younger) of commercial sexual exploitation (CSE) and domestic sex trafficking (DST).

Children's advocacy centers provide a coordinated response to victims of child abuse through multidisciplinary teams composed of representatives from community agencies and professionals involved with intervention, prevention, prosecution, and investigation systems that respond to child abuse cases.
