Description of original award (Fiscal Year 2009, $600,000)

OJJDP, through its FY 2009 Training and Technical Assistance for Tribal Juvenile Detention and Reentry Green Program, will select an organization to provide training and technical assistance to federally recognized tribes that have a tribal or Bureau of Indian Affairs (BIA)-operated juvenile detention center located within or near the tribe's land. The successful applicant will provide specialized training and technical assistance to the grant recipients of OJJDP's Tribal Juvenile Detention and Reentry Green Demonstration Program, a new initiative to help federally recognized tribes provide essential programs and services to tribal youth residing within or being released from tribal juvenile detention centers. A primary focus of this demonstration program is to assist tribes as they develop partnerships with universities and organizations to implement green technologies and environmentally sustainable activities as part of their reentry program. The reentry program will also provide opportunities for tribes to develop these partnerships for long-term benefit, both in terms of environmental impact and economic advantage and cost-savings. This program is authorized under the Department of Justice Appropriations Act, 2009, Pub. L. 111-8.

In partnership with the National Indian Youth Leadership Project (NIYLP) and the Sustainable Nations Development Project (SNDP), EDC proposes to develop a Reentry Green Training and Technical Assistance (TTA) Center with a National Resource Center (NRC). The project's goal is to enhance tribes' capacity to operate tribal Juvenile Detention Centers (JDCs) that provide culturally appropriate, comprehensive support services and offer educational and vocational programming in green technologies and sustainable activities for detained and reentering youths. Expert American Indian technical assistance specialists and technical partners who have worked with all BIA JDCs will introduce four interventions designed to assist tribal JDCs, Reentry Green grantees, and all federally recognized tribes in improving JDC services: Family Group Decision Making Conferences'A Restorative Justice Model (reentry planning and stronger links to mental health/substance abuse services); the Navajo Nation Corrections Project (reconnecting youth to traditional sobriety practices); NIYLP's Service Learning (educational/vocational activities); and SNDP's technical training in green technologies and environmentally sustainable activities. This strategic model will improve youths' well-being and provide job opportunities for youths reentering communities with skyrocketing unemployment rates.
