OJJDP FY2020 Internet Crimes Against Children Task Force Program Support

The FY2020 Internet Crimes Against Children Task Force Program Support will provide program support to the Office of Juvenile Justice and Delinquency Prevention (OJJDP), the Internet Crimes Against Children (ICAC) Task Forces, the ICAC task force training and technical assistance providers, and other local, state, and federal law enforcement officials partnering with the ICAC Task Force Program.

Fox Valley Technical College (FVTC) will build upon its demonstrated capabilities as the grant incumbent, its established infrastructure, and its network of subject matter experts and partners to deliver high-quality, cost-effective national training and technical assistance. FVTC will continue its delivery of services under the ICAC Program support program by: (1) supporting a national training event focused on technology-facilitated crimes against children, ICAC commanders’ meetings, and implementation of the National Strategy for Child Exploitation Prevention and Interdiction; (2) monitoring consumer feedback (to continue to maintain a uniform, systematic evaluation process that enables FVTC to assess user satisfaction with services through the collection, analysis, and reporting on technical assistance data from initial request to delivery; (3) managing a training and technical assistance website (to maintain, expand, and update the ICAC Task Force Program website as well as receive and track online requests for training and technical assistance); and (4) developing special projects (as directed by OJJDP to address the needs of the ICAC Program, OJJDP, and other key stakeholders). FVTC will receive input and direction from OJJDP on technical assistance topics, publications, manuals, training conferences, and other substantive issues and deliverables. CA/NCF.

The National Criminal Justice Training Center at Fox Valley Technical College will continue to promote the goals of OJJDP and facilitate program support to benefit the ICAC Task Force Program through technical assistance (TA), meeting and conference support, and information management by building upon its experience as the grant incumbent for support services since 2003.  The grantee will continue to coordinate with OJJDP on all aspects of the project, and will provide support services to law enforcement, training providers and other stakeholders in the ICAC Task Force Program.  This project will support an ICAC National Training Event, Commanders' meetings, various working groups, and Implementation of the National Strategy for Child Exploitation Prevention and Interdiction.  In addition, the grantee will provide a system for monitoring consumer feedback and will maintain, expand and update the ICAC Task Force Program website.

FVTC will promote the goals of OJJDP and facilitate program support to benefit the ICAC Task Force Program through technical assistance (TA), meeting and conference support, and information management, as well as maintain and enhance the ICACCOPS system by building upon their experience as the grant incumbent for support services since 2003. They will continue to coordinate with OJJDP on all aspects of the project, and will provide support services to the ICAC Task Force Program through the following goals: (1) Supporting an ICAC National Training Event, Commanders' Meetings and Implementation of the National Strategy for Child Exploitation Prevention and Interdiction and (2) Maintaining, strengthening, and enhancing the ICAC Child Online Protection System (ICACCOPS).

The National Criminal Justice Training Center (NCJTC) of Fox Valley Technical College (FVTC) will maintain and significantly enhance the Internet Crimes Against Children Program Support (ICACCOPS) system. The enhancements to ICACCOPS will increase the capacity and effectiveness of investigators, forensic examiners and prosecutors combatting child sex abuse materials (CSAM) and online child sexual exploitation including child sex trafficking on both the open and dark web. The ICACCOPS investigative system is managed by NCJTC and provides law enforcement, at no cost, a collection of tools, services and technologies that support the investigation of CSAM, exploitation and sex trafficking offenses. ICACCOPS helps the law enforcement community and prosecutorial agencies overcome many technology-related investigative challenges allowing them to effectively investigate offenders on peer-to-peer (P2P) file sharing networks, the dark net chat rooms, and those reported to NCMEC and become the subject of a CyberTip. The system also provides many other tools and services which allow investigators to quickly parse through digital data, facilitate evidence collection, assist with deconfliction, aid identification of high-priority offenders, and provides information sharing capabilities. Deliverables include: 1) supporting and maintaining the current features and functionality of the ICACCOPS system, 2) strengthening and enhancing the ICACCOPS system, 3) migrating PV-U.S. into the ICACCOPS framework, and 4) developing an investigative media management solution. When completed, these tools and services will act as a force multiplier with the potential to increase both investigative capacity and potentially more than double the forensic capacity of law enforcement to evaluate image and video files and at the same time reduce the vicarious trauma experienced by examiners.
