FFY19 Formula Grant Application

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Supported activities and efforts may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare as found in section 223(a) of the JJDP Act.

The Vermont State Advisory Group, The Children and Family Council, aka "Council", submits this plan in concert with the Department for Children and Families, the state agency designated to manage the JJDPA. The Council chose the following priorities: to build and implement a developmentally oriented and evidence based justice system for youth, now inclusive of young adults; to reduce the disparate treatment and overrepresentation of youth of color in the state’s justice system; to improve the coordination of disparate youth and young adult services for the benefit of youth, families, and to create improved responses by leveraging the strengths of existing services. This is the first three-year plan that fully acknowledges the Council’s intention to include young adult service and response. This follows a developing trend of community non-profit services and new legislation that brings youth up to age 20 into the State Family Court response. NCA/NCF
