The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act. Supported activities and efforts may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare as found in section 223(a) of the JJDP Act. Oregon’s 2017 Title II Formula Grants Plan Update is administered by the Youth Development Council (YDC) within the Oregon Department of Education. The YDC, in conjunction with the Oregon’s State Advisory Group (SAG), will continue to align its Title II Plan priorities on improving school engagement and academic achievement; improving service delivery and multi-systems coordination; promoting a developmental approach to juvenile justice; and reducing systems’ disparities and ensuring equity. The YDC and SAG will address these priorities through activities in the following Title II Program areas: (17) School Programs; (22) Diversion; (21) Disproportionate Minority Contact (DMC); and (19) Compliance Monitoring.
