The Justice Department's grant-making components have created a streamlined approach for federally recognized Tribes, Tribal consortia, Alaska Native villages and corporations, as well as authorized tribal designees to apply for Fiscal Year (FY) 2015 funding opportunities. The Coordinated Tribal Assistance Solicitation (CTAS) serves as a single solicitation for existing tribal government-specific grant programs administered by the Office of Justice Programs (OJP), the Office of Community Oriented Policing Services (COPS) and the Office on Violence Against Women (OVW). The CTAS solicitation is designed to assist tribes with addressing crime and public safety issues in a comprehensive manner. The CTAS grant-application process was inspired by and developed after consultation with tribal leaders, including sessions at the Justice Department's Tribal Nations Listening Session in 2009, and has been updated based on continued tribal consultations and listening sessions. The Office of Juvenile Justice and Delinquency Prevention (OJJDP) provides awards under CTAS Purpose Area 8--Juvenile Healing to Wellness Courts. The overall goal of this program is to enhance the capacity of tribal courts to respond to the alcohol-related issues of youth under the age of 21. This can include the development of a new juvenile healing to wellness court or enhancements to an existing tribal healing to wellness court.

The Turtle Mountain Band of Chippewa Indians want to implement a Juvenile Healing to Wellness Court to address alcohol and/or drug related cases involving youth under the age of 21 as an alternative to incarceration and as a non-adversarial tool against the debilitating effects of alcohol and drugs on youth in Indian country. The Juvenile Healing to Wellness Court will provide comprehensive, developmentally appropriate, community-based, and culturally appropriate services for youth who come in contact with the tribal juvenile justice system due to alcohol or other drug use. This program will support the efforts of their Tribal court to develop or enhance its capacity to address issues related to youth younger than 21 years who possess and consume alcohol. The program design will allow for Tribal professionals and the community to come together to combat a juvenile’s addiction in a therapeutic manner while on his/her healing journey.

The design and structure of this program will be implemented to reflect the strengths, circumstances and the capacities of the Turtle Mountain community. Led by the Healing to Wellness Court Judge, members of the multi-disciplinary team will design and enact a wellness court code, develop juvenile related policies and procedures, assessment tools and services that will address youth under age 21 who are adjudicated with alcohol/drug related crimes. Utilizing a team approach, the Wellness Court will emphasize individual accountability with a system of rewards and sanctions to assist participants through drug education and treatment. The Juvenile Healing to Wellness Court will address historical trauma, incorporate the 7 Sacred Teachings, teach reliance on the medicine wheel, act as a tool to restore tribal values, expand their Tribal justice system, improve state and federal relationships by increasing their commitment to the Tribal Law and Order Act and restore their youth to their rightful place as a contributing member of their community.
