At the direction of President Obama, the Departments of Justice and Education launched the National Forum on Youth Violence Prevention (Forum) to begin a national conversation concerning youth and gang violence, raise awareness, and elevate the issue to national significance. This program aims to competitively select as many as five new sites to join the Forum's participating localities of Boston, Camden, Chicago, Detroit, Memphis, Minneapolis, New Orleans, Philadelphia, Salinas, and San Jose. The FY 2014 National Forum on Youth Violence Prevention Expansion Project is authorized pursuant to paragraph (8) under the Juvenile Justice heading, in the Department of Justice Appropriations Act, 2014, Pub. L. No. 113-76, 128 Stat. 5, 65.

The City of Long Beach will use FY 14 National Forum on Youth Violence Prevention Expansion Project funds to build upon their Violence Prevention Plan, a comprehensive safety plan titled Safe Long Beach: Families, Schools, and Communities. Aligned with the Attorney General's National Task Force on Children Exposed to Violence, the orientation of the Plan is toward creating and sustaining conditions of long term safety by promoting the well-being of children, youth, and families. The Safe Long Beach vision is "residents live in safe families and communities, attend safe schools, and are contributing citizens connected to their community." Safe Long Beach proposes to build upon protective factors that mitigate or eliminate risk in families and communities. At the same time, Safe Long Beach will work to reduce risk factors associated with a lower likelihood of positive outcomes and a higher likelihood of undesirable outcomes. Safe Long Beach is aims to reduce violence through three strategies grounded in nationally recognized best and promising practice: Strengthen Families, Build Positive Youth Development, and Support Community Leadership.
