With OJJDP funds, North Dakota will assist county juvenile detention facilities with maintaining compliance with the Prison Rape Elimination Act (PREA)standards. PREA regulations include provisions regulating isolation in detention. The Mental Health Training Curriculum for Juvenile Justice (MHTC-JJ), developed by the Models for Change/Juvenile Justice Action Network, will be offered to juvenile detention facility staff on a regional basis using mental health and juvenile justice professionals that have been trained to deliver the curriculum. The MHTC-JJ training will equip facility staff with a better understanding of adolescent behavior, including behavior associated with trauma, in order to assist them with managing behavior without the use of disciplinary isolation, which can increase the risk of sexual abuse. A training coordinator, as recommended by the Action Network, will be used to ensure the effective delivery of the curriculum at the detention facilities with the goal of reducing room confinement and the risk of sexual assault, and complying with PREA standards.
