PREA Compliance Project

Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.

The PREA Reallocation Funds project is designed to bring the juvenile justice system in the State of Oklahoma into compliance with the Prison Rape Elimination Act. Oklahoma has reviewed and revised all current policies, procedures, contracts and written materials given to staff and detainees to ensure compliance with PREA standards and best practices. Oklahoma has implemented a statewide system of reporting and tracking of all incidents and maintaining data reflecting the levels of sexual assault in secure juvenile treatment settings. We have one DOJ-certified PREA auditor specific to juvenile facilities requirements and will use the 2015 PREA re-allocation to prepare for and conduct the necessary compliance audits of all secure juvenile residential facilities during the contract year. This will bring Oklahoma’s juvenile justice system into compliance with the education, training, reporting, monitoring and auditing PREA standards.

It will also be used for the provision of training regarding standards of care for LBGTQI youth. Oklahoma has passed all PREA audit standards in a three of our state operated secure facilities using prior year PREA funding. We intend to maintain this compliance with ongoing education, training, reporting, monitoring and auditing of facilities according to PREA standards.
