Description of original award (Fiscal Year 2011, $603,834)
The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.
The Designated State Agency for implementation of the Title II-B Formula Grants Program for the State of Oregon is the Oregon Commission on Children and Families (OCCF). OCCF will continue to support the Three-year Plan's priorities: 1) Disproportionate Minority Contact (DMC); 2) Tribal Youth in the Juvenile Justice System; and 3) Compliance Monitoring. Juvenile Justice Advisory Committee (JJAC) members selected addressing disproportionate minority contact (DMC) to be the number one priority for the formula grant program. The extent of DMC varies by jurisdiction, racial/ethnic group and the points of contact within the juvenile justice system. The current strategy selected by JJAC for addressing DMC is to focus on several significant communities with the highest relative population of African American, Hispanic and Native American youth. The FY 2009-2011 three-year DMC Reduction Plan includes State level activities, County and Tribal level activities, and the general development of Program and Systems interventions to reduce DMC. The State intends to issue awards to eligible jurisdictions to implement DMC reduction strategies based on the DMC assessments results. Sub-grantees will be required to collect mandatory outputs and outcomes data and provide quarterly reports to the State.
