FY2011 Title II Formula Grants Program

The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

As the designated state agency, the South Dakota Department of Corrections (DOC) will ensure that all sub grantees use their funds consistent with Title II requirements and within the Title II purpose areas. The DOC will utilize its FY 2011 allocation to support the following Program Areas: #2-Alternatives to Detention; #6-Compliance Monitoring; #8-Deinstitutionalization of Status Offenders; #10-Disproportionate Minority Contact; #17-Jail Removal; #19-Juvenile Justice System Improvement; #22-Native American Programs; #23-Planning and Administration; #28-Separation of Juveniles from Adult Inmates; and #31-State Advisory Group. Formula Grant funds will be utilized to support the following activities: maintaining compliance with the core requirements of the JJDP Act by assisting counties in funding alternatives to secure detention and jail removal; supporting the Juvenile Detention Alternatives Initiative pilot projects in two jurisdictions; monitoring compliance with core requirements by inspecting facilities and collecting and verifying juvenile admission data; supporting DMC intervention efforts including local DMC planning and early intervention and diversion programs; funding Native American Tribal juvenile justice programs and inter-tribal planning efforts; and supporting the South Dakota Council of Juvenile Services, which serves as the State advisory group for Title II and Title V programs.
