Description of original award (Fiscal Year 2011, $300,000)

The goal of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.

American Samoa's Department of Human and Social Services has worked to develop a comprehensive underage drinking prevention initiative that supports policy and program enhancements at both the government and community level. Through new 2010 partnerships and intensified message and service delivery, American Samoa proposes to use its 2011 EUDL block grant to expand and enhance its efforts in three (3) areas: 1) Supporting the successful territory-wide Taitaitama Interagency Taskforce and Youth to Youth Coalition interagency taskforce focused on enhancement in policy, program and practice; 2) Implementing a territorial-wide media campaign aimed at educating the community about the 2007 American Samoa Underage Drinking Act and its provisions; and 3) Implementing innovative prevention and enforcement programs, including retail compliance checks; responsible beverage server training (RBST); as well as the delivery of prevention activities targeting elementary and middle school youth delivered through the newly established Boys and Girls Club of American Samoa. Progress on achieving goals will be reported through the DCTAT system to OJJDP and will be demonstrated through: decrease in alcohol sales to minors by licensed alcohol vendors; increase in youth perception of risk or harm of alcohol use; increase in adult knowledge of consequences of breaking alcohol laws; and decrease in availability of alcohol at social gatherings.
