OJJDP's State and Community Development Awards program was established to provide grants and cooperative agreements to organizations that OJJDP has selected for funds in prior years. This program has been authorized by an Act appropriating funds for the Department of Justice.
The goal of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.
The Territory of American Samoa has worked to develop a comprehensive underage drinking prevention initiative that combines policy, program and practice enhancements implemented at both the government and community levels targeting all residents of the jurisdiction. Through partnerships and intensified message and service delivery, the Territory proposes to use the 2013 Enforcing Underage Drinking Laws (EUDL) Supplemental funding to continue efforts in enforcing underage drinking law.
The goal of American Samoa's EUDL grant is to prevent and reduce the onset and progression of underage drinking.
Specifically, EUDL-funded activities aim to reduce the number of youth starting to drink by implementing environmental strategies at the territorial level and education and intervention strategies at the community level that will change the social norms or existing conditions in American Samoa that are favorable to childhood drinking.
