The OJJDP FY 10 Earmarks Program furthers the Department's mission by providing grants, cooperative agreements, and other assistance authorized by the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, to organizations identified in the Conference Report to accompany the Consolidated Appropriations Act, 2010 (P.L. 111-117), H.R. Conf. Rep. No. 111-366 at 702-714.

The Rochester After-School Jobs Program or PRIME 2 is an extension of the City of Rochester's PRIME (Providing Real Incentives to Maintain Employment) initiative. PRIME 2 will work with local human service programs and agencies to identify 16-17 year old students who are at risk of dropping out of school and/or at risk of participating in criminal behavior after-school. Agency partners and programs are the city of Rochester, The Center for Youth Services, and the Rochester City School District. PRIME 2 will serve thirty-five to fifty youth. Students selected to participate in PRIME 2 will work afterschool during the hours when youth are at greatest risk of participating in criminal activity.

In addition, they will be mandated to participate in paid enrichment programs, maintain at least a 90% school attendance, and abstain from any criminal activity. The goal of PRIME 2 is to keep high-risk students engaged in school, and disengaged from crime. NCA/NCF
