Description of original award (Fiscal Year 2010, $350,000)

The OJJDP FY 10 Earmarks Program furthers the Department's mission by providing grants, cooperative agreements, and other assistance authorized by the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, to organizations identified in the Conference Report to accompany the Consolidated Appropriations Act, 2010 (P.L. 111-117), H.R. Conf. Rep. No. 111-366 at 702-714.

The Girl Scouts of the USA's (GSUSA) VIVA program is a Hispanic volunteer recruitment and development model that serves girls in the state of Texas (Girl Scouts of Southwest Texas and Girl Scouts of San Jacinto). The VIVA model will enable both councils to: develop a sustainable volunteer management system to increase their capacity to recruit, train and retain Hispanic adult volunteers; increase the Hispanic adult volunteer pool to ensure that Hispanic girls have access to volunteers who understand and relate to their cultural backgrounds; train Hispanic volunteers to participate in all aspects of Girl Scouting; increase Hispanic girl membership; and train Hispanic volunteers to become grassroots advocates for Girl Scouting by cultivating community stakeholders and their local communities.
