The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, as amended. The purpose of this program is to support State and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: Planning and administration; State Advisory Group allocation; compliance monitoring; juvenile justice issues for American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare.

The Designated State Agency for implementation of the Title II-B Formula Grants Program for the State of Mississippi is the Mississippi Department of Public Safety, Division of Public Safety Planning, Office of Justice Programs (OJP). OJP plans to utilize its FY 2010 allocation to support the following Program Areas: #23 (Planning and Administration); #31 (State Advisory Group); #6 (Compliance Monitoring); #08 (Deinstitutionalization of Status Offenders); #17 (Jail Removal); #10 (Disproportionate Minority Contact); #28 (Separation of Juveniles from Adult Offenders); and #02 (Alternatives to Detention).

The State is required to utilize 50% of their allocated funds to support the non-compliant areas of DSO and Jail Removal. Through their compliance monitoring and training efforts, in conjunction with State support for community-based alternatives to secure detention, the State has budgeted to meet this requirement.
