The OJJDP FY 09 Earmarks Programs further the Department's mission by providing grants, cooperative agreements, and other assistance authorized by the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, to organizations identified in the Explanatory Statement Regarding H.R. 1105 (Omnibus Appropriations Act, 2009), 155 Cong. Rec. H1653 (daily ed. Feb. 23, 2009) (statement by Rep. Obey, Chairman of the Committee on Appropriations of the House).
The City of Philadelphia proposes to continue their Philadelphia's Youth Violence Reduction Partnership (YVRP) efforts on six of the highest crime districts in Philadelphia. Data has shown that the Public/Private Ventures 2004, Alive at 25 evaluations reduce youth homicides. Based upon data showing the disproportionate number of youth involved as either perpetrators or victims of homicide, YVRP focuses on youth living in the selected districts who are identified as most 'likely to kill or be killed. Youth will receive intensive supervision, sanctions, supports and other services required by the YVRP model. Services are provided by specially assigned police, adult or juvenile probation officers, and community-based 'streetworkers.' (Probation officers have reduced caseloads in exchange for the increased level of services they are expected to provide.) Additional supports include educational remediation and job-training and placement. The goals and objectives include: a) serving 750 youth in the selected districts; b) reducing youth homicides by 5% in the selected districts compared to the previous year; and c) securing employment for at least 90 consecutive days for 200 participants.
