The goal of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.

Specifically, the State of Kentucky intends to utilize EUDL funds to focus on enforcement and education. Funding will be provided to Alcohol and Beverage Control and Lexington Metro Police Department officers for Operation Zero Tolerance for compliance checks and server training. The Education Program will encompass several areas including multi-media impact video presentations in high schools, Youth in Action programs, and several local community education programs that will be carried out by youth about the dangers involving underage drinking.
