Lucas County will implement the Lucas County Mentoring Program, which will target 20 minority, high risk youth a year from three urban communities. The program aims to increase youths' participation in pro-social activities (recreational activity, volunteer service or employment) and reduce delinquent behavior, with the ultimate goal of reducing the disproportionate rate of minority contact with, and entry into, the juvenile justice system. The strategy includes connecting youth with qualified mentors for an average of 15 hours a week and providing youth with access to wraparound services. Lucas County will report on performance measures including the number of hours youth are engaged in pro-social activities (before and after participating in the program) and rates of delinquency and minority contact with the juvenile justice system.
