Description of original award (Fiscal Year 2001, $100,000)

The Housing Authority of the City of Milwaukee is the fiscal agent for the Parklawn Community Partnership for Drug-Free Communities Coalition. The coalition will serve the population of the Parklawn Housing Development, approximately 901 residents in the Parklawn development, and an estimated 1,200 people in the surrounding neighborhood. The U.S. Census Bureau has defined the community as an "extreme poverty area."
The goals of the coalition are to: 1) reduce substance abuse among youth and, over time, among adults by addressing the factors in a community that serve to minimize the risk of substance abuse; and 2) strengthen the collaboration among communities, governments, and private non-profit agencies to support community coalition efforts to prevent and to reduce substance abuse. To achieve those goals, the coalition will implement the following strategies:
1) increase the perception of harmful effects of alcohol, tobacco, and other drugs;
2) decrease the number of youth (percentage-wise) who have used drugs, alcohol, or tobacco within the past 30 days;
3) drastically reduce the number of students who are reading below their grade level(which, in turn, will reduce risk factors for substance abuse);
4) create a zero community tolerance for drugs through the efforts of the Housing Authority's Public Safety Department;
5) provide awareness, education, and training of assets;
6) sponsor alternative activities; and
7) recruit new members and strengthen the community coalition. CA/NCF
