Description of original award (Fiscal Year 2000, $100,000)
Halifax County Schools is the fiscal agent for Systems FREE coalition. Halifax is a rural county in North Carolina that has a population of 56,606. Over 25% of the residents are living under the federal poverty level and Halifax County is a federally-designated Empowerment Zone. Fifty-two percent of the county+s residents are African-American and the Haliwa-Sopani Tribe is located within the target area. The two goals of the coalition are to reduce youth substance abuse and to sustain the community coalition. To meet these goals, the coalition will implement the following strategies:
1) increase the number of research-based prevention programs and support their implementation by the schools to reach youth at all grade levels;
2) sponsor alternative drug-free activities for youth and their families to promote social and emotional well-being and to strengthen family, school, and community bonding;
3) assist with professional case management and make support services readily available for high-risk youth and their families;
4) initiate a community awareness campaign to inform the community about substance use and abuse in Halifax County;
5) strengthen community protective factors through targeted education and prevention programs; and
6) strengthen the coalition by increasing the number and participation of members through recruitment and outreach and by involving under-represented populations in the activities and leadership of the coalition.
