The Mental Health and Anti-Addiction Services Administration is the fiscal agent for the Mountain Coalition. The coalition serves the municipalities of Utuado, Lares, and Adjuntas, PR, an area with 55 percent of its population living below the poverty line. In its most recent grant year, the coalition continued to implement its program goals and objectives by holding workshops for parents of at-risk youth in Adjuntas, Lares, and Utuado about the negative effects of alcohol, tobacco, and other drugs (ATOD), how to help their children manage peer pressure, and the Five Keys to Positive Parenting; organizing 64 people from the 3 towns to volunteer for the project (they were trained and supervised by project staff to help organize, coordinate, and participate in project activities); designing curriculum and training materials for life-skills workshops for at-risk youth, which have proven effective in developing problem-solving and decision making skills; and developing collaborative agreements with 46 organizations that provide services to youth and are involved in the prevention of ATOD use.

To achieve the two goals of reducing substance abuse among youth and strengthening community antidrug coalitions, this coalition will implement the following strategies: 1) increasing life skills in at-risk youth in schools and communities; 2) improving family interpersonal relations and communications; 3) developing formal groups of youth leaders for peer ATOD prevention; 4) expanding collaboration by bringing in at least 15 new stakeholders; 4) collaborating with the Puerto Rico Department of Labor and its divisions to enhance job training and employment opportunities for at-risk populations; and 5) promoting adoption and integration of science-based models of prevention in local partnerships.
