Prairie Du Chien Memorial Hospital Association is the fiscal agent for Crawford Abuse Resistance Effort (C.A.R.E.). The coalition serves Crawford County, WI, a demographically mixed community with a population of approximately 7,000. In its last grant year, the coalition continued to implement its program goals and objectives by maintaining and expanding the existing C.A.R.E. Coalition to ensure a fully operational coalition; increasing resiliency factors and reducing risk factors among Crawford County youth; increasing community resources and commitment to youth programming; and increasing alcohol, tobacco, or other drug education and awareness by conducting a comprehensive public information and dissemination campaign, using methods appropriate for reaching rural areas.

To achieve the two goals of reducing substance abuse among youth and strengthening community antidrug coalitions, this coalition will implement the following strategies: 1) continuing to implement an environmental focus program; 2) reviewing ordinances and policies and recommending changes; 3) working with the local Community Action Team in 2003 and 2004 to review secondhand smoking ordinances; 4) continuing to conduct annual review and recognition programs that grade retailers on the amount of tobacco advertising in their store and commend smoke-free restaurants; and 5) continuing to use local media, including radio, newspaper, newsletters, and Crawford County's Promise Web site. ca/ncf
