Description of original award (Fiscal Year 2023, $825,000)
Through this project, the Texas Juvenile Justice Department (TJJD), in partnership with the Meadows Mental Health Policy Institute (MMHPI), will reduce youth incarceration rates and expand access to evidence-based services by strengthening equitable, community-based systems of support across Texas. Over 18 intensive months, the collaborative formed through this project will thoroughly assess resources, pinpoint service gaps, and develop a comprehensive, customizable continuum of care model. Goals are to increase the availability of effective diversion programs, foster seamless cross-system coordination, address root causes of confinement and racial disparities early, and provide a graduated response to effectively and efficiently meet youth needs in their communities.
Using the evidence-based Sequential Intercept Model (SIM), diverse partners will collaboratively map assets and gaps across multiple systems impacting youth. In-depth listening sessions led by the Texas Network of Youth Services will meaningfully engage justice-involved youth and families to center their voices and direct experiences in shaping solutions. A diverse Statewide Planning Council of cross-sector stakeholders will guide assessment activities and oversee collaborative development of the continuum of care.
