Description of original award (Fiscal Year 2023, $1,488,570)

The Georgia Formula Grants Program provides funding for delinquency prevention and intervention services. By focusing on improving outcomes for Georgia’s children and youth, Georgia will have a solid, consistent approach to helping local communities, child advocacy groups, and families find solutions to the never‐ending challenge of keeping children safe and sound.

These Formula Grants Program funds enable Georgia to maintain compliance with the core protections for Georgia’s juveniles. The Juvenile Justice Specialist works with the Georgia Juvenile Justice State Advisory Board (SAG) and its subcommittees to monitor Georgia’s compliance with the JJDPA, assist with the preparation and implementation of the state’s Juvenile Justice 3-Year Plan, and serve as a body of juvenile justice experts across the state.  The part-time Racial and Ethnic Disparities (R/ED) Coordinator works with the Equity and Justice for All Youth (EJAY) Subcommittee to establish goals and reduce R/ED in Georgia. The Juvenile Detention Compliance Monitor ensures status offenders are not securely held, delinquent offenders are not securely held in adult facilities, except in limited circumstances, and all youth are sight and sound separated from adult offenders. This is Year 3 of Georgia’s 3 Year Plan.

Additionally, these funds provide evidence-based services to youth who are at moderate to high risk to recidivate as assessed by Georgia’s validated Pre-Disposition Risk Assessment Instrument (PDRA). Each subgrant is required to report progress on a monthly and annual basis. The goal of the program is to reduce the number of youth receiving out-of-home placements in their jurisdiction, while strengthening families, improving accountability in the juvenile justice system, and increasing safety in Georgia’s communities. Georgia will also target services to reduce violent crime and increase mental health services for youth at risk with the juvenile justice system. Towards this end, Georgia is working to build capacity in communities to enable sustainability of activities and services. By providing funding for evidence-based practices and strengthening the use of needs assessment and evaluation tools, CJCC seeks to ensure the proper evaluation and funding of good, effective programs designed to treat juvenile delinquency and reduce recidivism.
