Description of original award (Fiscal Year 2022, $437,500)

Zero Abuse Project (Zero Abuse) will implement the Advanced Experiential Child Exploitation Training Project (Project). The goal of the Project is to provide advanced, experiential, skill-based training and job aids to investigators and prosecutors to build their technological capacity in the areas of child exploitation search warrants, digital forensics for cloud accounts, and suspect interrogation methods. Zero Abuse will lead the Project and will work in collaboration with Magnet Forensics, Excelsior Creative, and Zero Abuse’s Advisory Board for Excellence in Child Abuse Investigation and Prosecution.

Zero Abuse will develop and deliver an advanced, experiential, in-person Child Exploitation Search Warrants course for investigators and prosecutors that will walk through a child exploitation investigation, beginning with the initial discovery of exploitative material. This course will address legal process categories and strategy, as well as information that can be requested from service providers and social media platforms. Participants will be trained on the seizure of remotely stored data and best practices when using law enforcement portals to serve legal process and collect evidence.

To build the capacity of investigators and prosecutors to navigate evidence identification and collection in cloud contexts, Zero Abuse and Magnet Forensics will develop and deliver a highly-interactive in-person course that examines the use of cloud storage and its role in child exploitation and CSAM offenses. The course will explore the value of both suspect and victim cloud-based data, and the many different locations where cloud data is stored.
