Description of original award (Fiscal Year 2022, $66,437)

The project goal is to reduce sexual victimization in the Pendleton Juvenile Correctional Facility by improving or adding video monitoring equipment to deter sexual abuse and assist Investigators in the investigation of sexual abuse reports. The Pendleton Juvenile Correctional Facility has identified a need for additional cameras in the recreation yard and other outdoor areas between the main facility and the program buildings. In addition, the agency Director of Facility Technology evaluated the existing cameras system and determined there is a need for upgrading current analog cameras to Internet HD Digital that can provide more coverage at a higher resolution. The agency will provide an upgraded server and the labor for the installation of all wiring and equipment. The added video surveillance helps the facility comply with PREA standards 115.313 and 115.318.
The Department will use audit results to examine areas where compliance was questioned and potential solutions to most effectively use limited resources to ensure the safety of offenders and staff. Once completed, the project components described above will work to improve the detection and response to sexual victimization by identifying areas, systemic and local, physical, and cultural, that increase offenders’ risk of sexual assault, then developing and implementing plans of correction to address those areas. The effects of these facility improvement plans will then be evaluated through collection and analysis of performance measure data.
