Proposal Abstract

 

New York State’s 2021 – 2023 juvenile justice plan focuses on goals that will support efficient coordination, alignment, and delivery of services that reflect the priorities of state agencies and the New York State Partnership for Youth Justice, establish and implement youth justice policy priorities, and enhance positive youth, family, and community impacts and outcomes.

New York’s juvenile justice population includes children aged 7 to 17, with 16- and 17-year-olds only recently being transitioned into the system within the past few years, as a result of Raise the Age (RTA) legislation enacted in 2017. This three-year plan focuses on ensuring the availability of effective services for this older population, and policy priority areas designed to effectively and proactively serve youth who encounter the youth justice system, while placing an enhanced focus on prevention and the following priority areas: addressing racial and ethnic disparities; focusing on trauma, healing and behavioral health; delivering prevention efforts and youth-centered services; partnering with schools; establishing police and community partnerships; and training and certifying youth-serving professionals.

Title II funds will support projects focused on the aforementioned policy priority areas, as well as for system alignment efforts and partnerships with youth, families, and communities in an effort to reduce redundancies related to system complexities. Specific funding decisions will be made in a way that intentionally and methodically ties to the goals and objectives of the plan, and available data will be used to implement the action steps included in the plan in ways that are effective, measurable, and analyzed to affirm the validity of each project.
