Iowa’s Juvenile Justice Advisory Council (JJAC) will implement this program to expand the availability and utilization of pre-charge diversion (PCD) programs. The objective is to keep low-risk youth from formally entering the juvenile justice system and reduce racial and ethnic disparities. JJAC will provide technical assistance and funding to local units of government to develop and implement PCD programs. These programs require partnerships among law enforcement, youth serving organizations, schools, and community-based service providers. The design of this project expands on the successes of PCD and ensures that all youth, with particular consideration for minority youth, have equal access to the benefits of diversion while promoting accountability, fostering positive connections, and addressing developmental needs.
