Description of original award (Fiscal Year 2019, $15,219)
Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape. PREA funding will be used to support PREA efforts in state-run juvenile correctional facilities. Funds will be used to offset the costs of auditing facilities as required under PREA standard 115.401.
Washington State Department of Children, Youth & Families (DCYF), Juvenile Rehabilitation (JR) has identified specific challenges in implementing juvenile facility standards statewide. The PREA Reallocation fund will be utilized to address the following two identified areas:(1) WA State will utilize PREA reallocation funding to directly address the compliance of school district employees working in JR facilities. Funds will be used to help pay for national background and child abuse registry checks to ensure WA State compliance with PREA regulations. (2) WA State will utilize PREA reallocation fund to provide additional training to staff. Funds will be used to help pay for training-related costs.
