Description of original award (Fiscal Year 2020, $2,844)

Congress passed the Prison Rape Elimination Act (PREA)in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State and local institutions and to provide information, resources recommendations, and funding to protect individuals from prison rape. PREA funding will be used to support PREA efforts in state-run juvenile correctional facilities. Funds will be used to offset the costs of auditing facilities as required under PREA standard 115.401.

Government of Guam, Department of Youth Affairs (DYA) will use funds provided by the Office of Juvenile Justice and Delinquency Prevention (OJJDP) FY 2020 PREA Reallocation to allow for more comprehensive training for employee, contract workers, volunteers, and interns, as well as, education activities for the residents of DYA’s Youth Correctional Facility and Cottage Homes. Enhancing the knowledge of the PREA standards will fulfill DYA’s goals of compliance and promote awareness to deter sexual harassment, abuse, and assault. NCA/NCF
