This program furthers the Department's mission by providing grants and cooperative agreements for training and technical assistance to organizations that OJJDP designates. The focus of the program is implement a national leadership training certificate program for juvenile correctional directors and staff. The core of the training will address the need for leadership development specific to juvenile facility directors and superintendents. Topics will focus on understanding and carrying out strategies to ensure compliance with Title II Formula Grants Program core requirements. CA/NCF

The Council of Juvenile Justice Administrators (CJJA) proposes to implement national leadership trainings for juvenile justice directors and staff and to support training and technical assistance for juvenile justice facilities through CJJA’s Mutual Aid Program Service (MAPS).

The main objectives of this solicitation are to enhance CJJA’s existing Juvenile Justice Leadership programs to include two additional Facility Superintendent Training cohorts, specifically to train an additional 100 facility superintendents, to ensure that the training provided focuses on implementing juvenile justice best practices to assist identified agencies and facilities strengthen agency operations. Training topics should focus on understanding and carrying out strategies to ensure compliance with the Title II Formula Grants Program core requirements under the JJDP Act, other training topics should be responsive to field needs, to include and reducing the use of isolation; supporting positive youth outcomes; ensuring education continuity; prioritizing staff recruitment, retention, and wellness; improving conditions of confinement; and strengthening the positive facility culture. CJJA will also coordinate with OJJDP to provide training and technical assistance, where needed, through CJJA’s Mutual Assistance Program Service (MAPS) regarding improvements to overall conditions of confinement, reducing incidents of violence, and improving overall staff and youth well-being in the facility.

CJJA will deliver an onsite Facility training program and targeted events including a webinar series, issue-specific coaching, and the delivery of onsite training to selected sites focused on strategies for implementation of EBAs. Topics for the program will focus on understanding and carrying out strategies to ensure compliance with Title II Formula Grant Program core requirements including reducing the use of isolation; supporting positive youth outcomes; ensuring education continuity; prioritizing staff recruitment, retention and wellness; improving conditions of confinement; and strengthening the positive facility culture.

As a result of participation, facility leaders will develop their leadership skills, enhance their operational management best practices and improve short and long-term outcomes for juveniles in the juvenile justice system.

Through the use of this framework, CJJA will offer high-quality, responsive training and technical assistance by providing: (1) comprehensive training agendas and curricula in collaboration with OJJDP; (2) provide hands-on trainings to juvenile justice administrators and staff; (3) develop and maintain a cadre of experts who can conduct trainings on juvenile correctional and detention facilities and best practices; and (4) evaluate and assess technical assistance needs as requested through MAPS.
