OJJDP FY 2020 Missing and Exploited Children Training and Technical Assistance Program

The Missing and Exploited Children Training and Technical Assistance Program provides funding to support the development, implementation, enhancement, and expansion of training and technical assistance on effective responses to missing and exploited children's issues for multidisciplinary teams of prosecutors, state and local law enforcement, child protection personnel, medical providers, and other child-serving professionals. Additionally, this program will provide support for the implementation of all National Missing Children's Day activities.
Under this award, Fox Valley Technical College (FVTC) proposes to design, develop, and deliver training and technical assistance services to strengthen the overall response to missing and exploited children issues. FVTC will build upon its demonstrated capabilities as the previous grant incumbent, its established infrastructure, and its network of subject matter experts and partners to deliver high-quality, cost effective national training through a combination of traditional classroom and online instruction. FVTC will continue its delivery of services for the Missing and Exploited Children Training and Technical Assistance Program by (1) ensuring all in person and online training is effective and relevant; (2) delivering in-person training and technical assistance to child-serving professionals; (3) delivering online training to child-serving professionals; and (4) supporting OJJDP key activities and efforts, including the Federal Agency Task Force on Missing and Exploited Children and the annual National Missing Childrens Day ceremony.

The crisis of child abuse and exploitation is aggravated by the multiple and ongoing challenges faced by law enforcement and child serving agencies responding to these dreadful incidents. To ensure the best possible outcomes, those responding to these crimes must have the most recent knowledge and skills which requires comprehensive training and technical assistance (TTA) services. The goal of this program is to design, develop and deliver training and technical assistance services to strengthen the overall response to missing and exploited children issues. To accomplish this goal, the grantee will build upon its demonstrated capabilities as the grant incumbent, its established infrastructure and network of SMEs and partners to deliver high-quality, cost-effective national training through a combination of traditional live and online instruction. The proposed project reflects substantial experience providing national training on missing and exploited children issues for OJJDP over the past several years, as well as the collective expertise of national leaders collaborating with the grantee. The grantee will ensure that all in-person and online training is effective and relevant. This project will deliver live training and TA services to child-serving professionals through in-person classes, live instructor-led classes and webinars. The grantee has proposed 41 in-person and live, online, instructor-led classes; 20 tailored TTA services; 9 live webinars; and lodging assistance for up to 300 students. The grantee will also develop and deliver online training through self-paced modules and recorded webinars. The grantee has proposed the development and delivery of 2 online, self-paced classes, access to additional online self-paced training modules; and on-demand access to relevant recorded webinars. The grantee will also support key OJJDP activities and efforts relating to the annual National Missing Children's Day commemoration, to include the National Missing Children's Day poster contest, management of the award nominations and ceremony. The grantee will also manage the meeting and communication logistics for the Federal Agency Task Force on Missing and Exploited Children. Finally, the grantee will develop materials pertinent to the investigation of Missing and Exploited Children cases.
