Description of original award (Fiscal Year 2020, $1,000,000)

The OJJDP Delinquency Prevention Program focuses on helping youth avoid involvement in delinquency through reducing risk factors and enhancing protective factors in their schools, communities, and families. Category 1 supports States to provide subgrants to units of local government to increase the availability and types of community-based prevention programs to address the needs of youth who are at risk of involvement in the juvenile justice system.

The Delaware Criminal Justice Council proposes to fund the city of Wilmington, Office of the Mayor, to oversee the planning and implementation of the Wilmington Youth Leadership Incubator Program. During the 5-year project period, youth in Wilmington will receive training on antiviolence prevention, conflict resolution, life skills, leadership, and vocational training. The city of Wilmington will provide seasonal employment opportunities for up to 55 program participants. The program will serve youth between the ages of 10 and 17 who reside in the city of Wilmington. The Delaware Criminal Justice Council will be responsible for the administration and reporting activities under the project. CA/NCF
