National Center on the Sexual Behavior of Youth: Implementing Community-Based Effective Interventions for Youth with Problematic or Illegal Sexual Behaviors

This program furthers the Department's mission by providing grants and cooperative agreements for training and technical assistance (TTA) to organizations that OJJDP designates. The University of Oklahoma Health Sciences Center, National Center on the Sexual Behavior of Youth (NCSBY) will provide TTA to sites funded under the Supporting Effective Interventions for Adolescent Sex Offenders and Children with Sexual Behavior Problems program.

Building on previous success, in FY 2020, OJJDP will be funding additional communities to establish intervention programs for adolescent sex offenders and children with sexual behavior problems. NCSBY will use grant funds to work with each of the successful project sites early in the first year of the grant award to examine current community-based management systems and identify barriers and supports to program implementation and sustainability. NCSBY will develop short-term and intermediate TTA approaches to help the project sites reach specific program goals. TTA provided will include live clinical training, onsite community training, cross-site meetings and subsequent online meetings. Data on the provision of TTA will be regularly collected, including quantity, quality, and impact of TTA. Final reports will document progress, lessons learned, and recommendations for next steps. Further, deliverables relevant to training professionals, supporting caregivers, and treating youth victims and offenders will be developed in collaboration with OJJDP. These deliverables will be disseminated through OJJDP portals, NCSBY.org, and peer-review publications.

The Supporting Effective Interventions for Adolescent Sex Offenders and Youth with Sexual Behavior Problems Category 2 will develop, design, and deliver training and technical assistance that supports and guides funded program sites as they implement their community-based prevention, intervention and treatment strategies for adolescent sex offenders, youth with sexual behavior problems and their victims and families. This program is authorized by Pub. L. No. 116-6, 133 Stat. 13, 115.

Since 2010, OJJDP has funded a series of programs to overcome the barriers of implementation of comprehensive, coordinated, community-based evidence-based practices for youth with sexual behavior problems (SBP), child victims, and their caregivers. Training and technical assistance (T/TA) in evidence based practice for youth with SBP requires expertise in the evidence-based treatment models, on overcoming barriers, and on adapting efforts to fit communities' resources and needs. The University of Oklahoma Health Sciences Center, National Center on the Sexual Behavior of Youth (NCSBY) has been providing T/TA to the OJJDP funded Youth with SBP programs since 2010. Resources and deliverables for professionals and parents are available at NCSBY.org. To support T/TA for these sites, NCSBY is collaborating with the National Council of Juvenile and Family Court Judges as well as consultants with expertise in juvenile justice, prosecution, cultural congruent services, implementation, and community change teams. NCSBY will work with each of the three awardees early in Year 01 to examine current community-based management systems and identify barriers and supports to EBP implementation and sustainability. Short-term and intermediate T/TA needs to reach specific program goals will be developed for each of the three sites. T/TA provided will include onsite, online, and multimedia modality and open discussion during the cross-site meeting and subsequent online meetings.
