The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Supported activities and efforts may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare as found in section 223(a) of the JJDP Act.
The Kentucky Department of Juvenile Justice (KYDJJ) is the designated agency responsible for the administration of the Title II Formula Grants Program. The population served by this program are males and females, ages 15-21 years old, at risk for involvement, or those already involved in the juvenile justice system. The priorities identified are: development and sustainment of a viable, accountable, and well-functioning advisory board; continually assess and address needs associated with juvenile justice issues in Kentucky; serve as a leading resource for best practices, including prevention models and strategies that advance the mission of the Juvenile Justice Advisory Board and strengthen local community collaborations; advance equity related to juvenile justice system involvement and service provisions; build overall capacity for individuals, groups, and communities to address issues relevant to juvenile justice; ensure compliance with all state and federal mandates associated with the Juvenile Justice Advisory Board, OJJDP, and the JJDPA. Title II funds will be used for the following program areas: Juvenile Justice Systems Improvement; Delinquency Prevention and Disproportionate Minority Contact; State Advisory Group; and Planning and Administration.
