The Juvenile Drug Treatment Court Program builds the capacity of states, state and local courts, units of local government, and federally recognized tribal governments to enhance existing drug courts or implement new juvenile drug treatment courts (JDTCs) for individuals with substance abuse problems or co-occurring mental health disorders, including histories of trauma. Under Category 1: Juvenile Drug Treatment Court Planning, funding will support jurisdictions that have identified a need to establish a JDTC.

The Tidewater Youth Services Commission seeks to establish a JDTC in the city of Virginia Beach. The planning grant will accomplish the following goals: (1) develop a strategic plan and timeline for program implementation, (2) create a JDTC policies and procedures manual that supports the strategic planning for implementation, and (3) develop a plan for regular training for the JDTC team to improve staff capacity to operate the JDTC and deliver the program effectively. To accomplish these goals,a JDTC coordinator will be hired, a JDTC team will be established, the "Starting a Juvenile Drug Court: A Planning Guide," will be implemented, and training to enhance the capacity of team members to build an effective JDTC will be conducted.
