This program is authorized by 34 U.S.C. § 11131 and supports the development and improvement of state, tribal, county, and local juvenile residential facilities with particular focus on establishing an emergency plan that ensures the continuity of operations, reduction of risk to the physical plant, and the safety and well-being of youth and staff in juvenile justice residential facilities.

The Kentucky Department of Juvenile Justice will use funding to address gaps in the existing emergency operation plan to improve the safety of youth and staff in seven detention centers where weather emergencies are common: Adair Youth Development Detention Center, Boyd Regional Juvenile Detention Center, Breathitt Regional Juvenile Detention Center, Campbell Regional Juvenile Detention Center, Fayette Regional Juvenile Detention Center, McCracken Regional Juvenile Detention Center, and Warren Regional Juvenile Detention Center. The goals of this project are to (1) decrease behavior incidences during planning and response to an emergency; (2) increase staff training; and (3) update policies and procedures and conduct an assessment of the emergency operation plan.
