Description of original award (Fiscal Year 2017, $24,320)

Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape. The grantee plans to support PREA programming in youth facilities.

With these funds, the South Carolina Department of Public Safety will implement the 2017 Preventing Sexual Violence and Victimization Project with the goal of further protecting juveniles served at SCDJJ’s secure Broad River Road Complex (BRRC) from sexual violence and victimization through the installation and use of a high quality video surveillance system at the BRRC’s Poplar Unit. A high quality video surveillance system is needed in the Poplar Unit to help ensure staff and juvenile safety and to help protect juveniles from potential sexual assault and victimization. The new system will also allow live video from the Unit to be remotely accessed through the internet and will be used by SCDJJ administrative staff to carefully monitor staff performance and overall conditions to ensure a safe and secure environment.
