Description of original award (Fiscal Year 2017, $59,333)
The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Supported activities and efforts may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare as found in section 223(a) of the JJDP Act.
The purpose of the Virgin Islands FY 2017 Title II Formula funds is primarily to address compliance with the JJDP Act of 2002 and compliance monitoring. The Virgin Islands has experienced a reduction in its formula grant allotment in the past due to its non compliance. Thus their efforts are focused on bringing the territory into full compliance with the four core requirements and, once achieved, on maintaining that compliance by assuring that juveniles rights are protected and the core requirements of the JJDP Act are followed by all juvenile justice system facilities in Virgin Islands and by increasing the availability and types of prevention and intervention programs. The territory will continue to educate and provide technical assistance to all secure and non-secure facilities territory-wide and any programs within their juvenile justice system. The Virgin Islands will continue to use the funding to support the Compliance Monitor position. NCA/NCF
