Description of original award (Fiscal Year 2017, $74,177)
The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Supported activities and efforts may include: planning and administration; state advisory group allocation; compliance monitoring; disproportionate minority contact; juvenile justice issues for Native American Indian tribes; prevention of substance abuse by juveniles; prevention of serious and violent crimes by juveniles; prevention of juvenile gang involvement and illegal youth gang activities; prevention of delinquent acts and identification of youth at risk of delinquency; and improvement of juvenile justice system operations, policies, and procedures including establishing a system of graduated sanctions, treatment programs, and aftercare as found in section 223(a) of the JJDP Act.
The Department of Youth Affairs (DYA) will utilize Title II funds to continue to address juvenile delinquency and improve the juvenile justice system through the following purpose areas: Compliance Monitoring activities will sustain and ensure Guams continued position of full compliance of the core requirements; After-School Programs, through the department's three community-based Resource Centers, will support youth programs such as after-school activities to redirect at-risk youth; Disproportionate Minority Contact (DMC) will continue to develop and implement activities to reduce DMC and improve systems effectiveness; Juvenile Justice System Improvement will assist with compliance issues and continued training and education of the JJDP Act with law enforcement entities, as well as continued work with the Judiciary on Violations of Court Orders to strengthen policy and improve data collection through a systemized process; Planning and Administration will assist to administer the grant's programs and activities; and State Advisory Group activities will continue to support Guams compliance of the core requirements, address juvenile delinquency and improve the juvenile justice system.
