The Family Drug Court Implementation and Enhancement Program builds the capacity of states, state and local courts, units of local government, and federally recognized tribal governments to either implement new drug courts or enhance pre-existing drug courts for individuals with substance abuse disorders or substance use and cooccurring mental health disorders, including histories of trauma, who are involved with the family dependency court as a result of child abuse, neglect, and other parenting issues. This program is authorized by 42 U.S.C. 3797u, et seq.

The Red Lake Nation’s Family Drug and Wellness Court (FDWC) program will provide a comprehensive multidisciplinary system response, creating a structured and elevated level of accountability for substance-abusing parents. Through case management, supervision, drug testing, treatment services, and immediate use of sanctions and incentives to ensure program success, the FDWC will create an expanded system of family-centered judicial processes. Program goals will be to (1) reduce the number of drug-exposed newborns by increasing the early identification of substance abusing parents; (2) increase reunification rates for children with substance-abusing parents; (3) reduce the recidivism rates of substance abusing parents; and (4) create a data collection methodology to carefully monitor, collect, organize, and analyze information from the beginning of the program’s planning stages and regularly throughout program operations. Red Lake will be administering all substance abuse prevention, intervention, and treatment services.
