Description of original award (Fiscal Year 2016, $4,398)

Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape. The grantee plans to support PREA programming in youth facilities.

The Office of the Commissioner of Municipal Affairs (OCMA) will pass-through to the Puerto Rico Department of Corrections and Rehabilitation (PRDCR) the amount of $4,398 for PREA efforts. Funds will be used to acquire equipment to continue providing training to staff and juvenile education awareness. PR DCR will also provide training to participants in community programs. In addition, the project will provide offender education, promoting sexual abuse awareness in 100% of the population served by adult and juvenile institutions and educating the correctional population (adults and juveniles) about their rights under the PREA Law and procedures and mechanisms to be followed in sexual abuse reporting and to access victim services. PR DCR has designed a curriculum to comply with Prison Rape Elimination Act (PREA) standards for a training of trainers. The curriculum consists of seven modules, directed specifically to comply with the following standards 115.31: (5), (6), (7), (8), (9)-115.31 :( b), (c), (d) y 115.32 (a) of adults. The main purpose is to develop basic knowledge of new policies related to the detection, prevention, and response to incidents of sexual violence within the correctional settings, facilities and confinement programs of the executive branch of the Commonwealth of Puerto Rico. In addition, the project will continue providing offender education, promoting sexual abuse awareness in all institutions and educate the correctional population (adults and juveniles) about their rights under the PREA Law and procedures and mechanisms to be followed in sexual abuse reporting and to access victim services.
