Description of original award (Fiscal Year 2016, $74,133)
The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act and funds are made available as a result of the FY 2016 Department of Justice appropriations. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; prevention; and activities to address the core requirements and improvement of juvenile justice system operations and policies, as found in section 223(a)(9) of the JJDP Act.
Guams Department of Youth Affairs (DYA) proposes to utilize Program Areas 2, 6, 10, 19, 23 and 31 to address juvenile delinquency and improve the juvenile justice system as noted: Compliance Monitoring activities to further Guams compliance with the core requirements; After-School Programs, through the departments community-based Resource Centers, to support after-school activities to redirect at-risk youth; Disproportionate Minority Contact (DMC) to continue to develop and implement activities to reduce racial and ethnic disparities and improve system effectiveness; Juvenile Justice System Improvement to assist with compliance including training and education on the JJDP Act for law enforcement entities, work with the Judiciary to develop policy concerning violations of valid court orders while identifying alternatives to incarceration, and improving data collection through a systemized process; Planning and Administration funds to administer the grants programs and activities; and funds to support the State Advisory Group functions. DYA will measure progress through admissions and recidivism rates, surveys, statistical and other reports and manage and monitor all activities and accomplishments as proposed in its application.
