The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act and funds are made available as a result of the FY 2016 Department of Justice appropriations. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; prevention; and activities to address the core requirements and improvement of juvenile justice system operations and policies, as found in section 223(a)(9) of the JJDP Act.
Delaware's Title II Formula Block Grant Plan will enhance the state's juvenile justice system and services available statewide so that juveniles involved in the system and juveniles at-risk of involvement are provided with early delinquency prevention programming and held accountable. Delawares Criminal Justice Council (CJC), Juvenile Justice Advisory Group (JJAG), will fund programs representing the JJAG Three Year Plan priority program areas: Mental Health Services, Alternatives to Arrest and Delinquency Prevention and on-going compliance tasks to meet the JJDP Act Core Requirements. These Goals and Objectives will be measured through monitoring, committee updates, performance reporting from sub-grantees as well as CJC staff and on-going collaboration between the law enforcement agencies and juvenile justice service providers.
