The Formula Grants Program is authorized under the Juvenile Justice and Delinquency Prevention (JJDP) Act and funds are made available as a result of the FY 2016 Department of Justice appropriations. The purpose of this program is to support state and local delinquency prevention and intervention efforts and juvenile justice system improvements. Program areas may include: planning and administration; state advisory group allocation; compliance monitoring; prevention; and activities to address the core requirements and improvement of juvenile justice system operations and policies, as found in section 223(a)(9) of the JJDP Act.
The Kansas Department of Corrections FY16 Title II Formula Three Year grant program will use its resources to maintain compliance with the core requirements of the JJDPA Act. A statewide DMC assessment was conducted, resulting in a final report which contains recommendations for addressing DMC and priority areas. Funds are budgeted to support DMC at the local level and through the Juvenile Detention Alternative Initiative (JDAI), which focuses on Deinstitutionalization of Status Offenders (DSO) and Disproportionate Minority Contact. Funds are also budgeted separately for DSO by tackling use of valid court orders and inappropriate placement of status offenders. Funds are budgeted for Juvenile Justice System Improvement activities to minimize use of non-secure and secure placement of youth.
