Description of original award (Fiscal Year 2016, $311,972)
The FY 2016 Reducing Reliance on Confinement and Improving Community-Based Responses for Girls at Risk of Entering the Juvenile Justice System will strengthen and expand the use of community-based and gender and culturally responsive programs for girls and promote the development of girls and their individual strengths.
In partnership with ACS, Vera will provide tailored, data-driven, evidence-informed training and technical assistance (TTA) to help the city better support and meet the needs of at-risk and justice-involved girls. The primary goals are threefold: (1) gain a stronger understanding of the population and pathways for girls in the citys juvenile justice system; (2) reduce reliance on placement for girls by connecting and improving community-based responses; and (3) establish a continuum of services that connect at-risk girls to alternatives before detention or placement are considered. Vera will leverage its long-standing relationships with local stakeholders to convene a multi-disciplinary body and support the workgroup in developing and implementing reforms aimed at (1) connecting schools and law enforcement with social services and community resources; (2) creating diversion off-ramps targeted at offense categories common to girls and develop trauma-informed and appropriate programs; and (3) improving family supports. This project would create unprecedented opportunity to leverage city resources for at-risk and justice-involved girls, accelerate the pace of reform, and set a replicable model.
