Description of original award (Fiscal Year 2015, $57,007)
Congress passed the Prison Rape Elimination Act (PREA) in 2003 with unanimous support from both parties. Congress intended that PREA would provide for the analysis of the incidence and effects of prison rape in Federal, State, and local institutions and to provide information, resources, recommendations, and funding to protect individuals from prison rape.
The project goal of the Criminal Justice Division of the Office of the Governor (CJD) is to enhance the safety of juveniles detained in local facilities throughout the state. Objectives include:
Improve supervision and monitoring capabilities of local juvenile facilities by funding cameras and other observation and tracking equipment. Observation and tracking
equipment and technology should deter sexual assaults and abuse where juveniles and
others know that they are under observation. When such devises fail to deter, they can
provide valuable evidence for those investigating complaints and incidents.
Improve staff awareness and response to complaints and incidents of sexual assault,
abuse and harassment by funding staff training that promotes PREA standards for
juvenile detention facilities.

Improve PREA-related planning and reporting functions by funding data management
systems. Efficient data collection and analysis can assist staff in planning improvements and changes to achieve PREA standards for juvenile detention facilities.
Data management automation will also facilitate reporting functions that may be required by PREA.
Meet PREA audit standards for juvenile facilities by funding PREA-required audits
performed by PREA certified compliance auditors.
