Description of original award (Fiscal Year 2015, $735,000)

Section 101 of the Second Chance Act authorizes the Department of Justice to award grants to state and local juvenile justice agencies to improve reentry outcomes for incarcerated youth. The Second Chance Act Program helps communities develop and implement comprehensive and collaborative strategies that address the challenges that reentry and recidivism reduction pose. The FY 2015 Second Chance Act Comprehensive Statewide Juvenile Reentry System Reform Implementation Program will provide grants to support the implementation of statewide reform plans developed under the OJJDP FY 2014 Second Chance Act Comprehensive Statewide Juvenile Reentry Systems Reform Planning Program. Awarded applicants will convene and implement the OJJDP Statewide Juvenile Reentry Systems Reform Implementation Program with their collaborative partnership teams. This program is authorized pursuant to Section 101 of the Second Chance Act, 42 U.S.C. 3797w; Pub. L. No. 110-199.

Iowa’s Division of Criminal and Juvenile Justice Planning developed a Juvenile Reentry
Task Force (JRTF) to establish a framework for reforming current practice and policy to effectuate change from pre to post-release. The reentry effort, referred to as Iowa’s Juvenile Reentry System (JReS), will target juvenile justice system youth returning to their communities from the State Training School (STS), group care, and Psychiatric Medical Institutes for Children (PMICs). The goals of JReS provide for a significant volume of activity related to training for system officials; availability and existence of health/mental health services; connection to employment and vocational rehabilitation supports, and ability to access educational records and maintain school engagement. Coordinated data sharing will be conducted through quarterly data reports that will be developed and shared with key partners, to create a broader engagement from multiple parties in planning and reentry.
